Residential Projects- Plan Review Requirements

ALL DOCUMENTS MUST BE SUBMITTED TO THE MUNICIPAL OFFICE. 


  • Important: PBI will only accept new permit applications directly from the municipality to ensure that development approval has been granted. 
  • Remember to submit the Residential - Permit Information Form (download below) with your plan review documents.  A municipal official must complete the top portion and assign a PBI number before submitting all plan review documents to PBI.
  • Remember to complete and sign the Email Consent Form on the Residential - Permit Information Form (PIF) (download below).
  • Ask the municipal office if they require a geotechnical report, as per their zoning bylaws. If a geotech report is required, ensure that the Structural Engineer designing your foundation receives a copy of that report and references it in the foundation designs.

  • Residential - Plan Review Checklist - Details what is required for a plan review for common residential building projects. 
  • Residential - Permit Information Form - Fill in the bottom portion, then save as "PIF - Municipality Name", and email to the municipal office, with your plan review documents.  The municipal official must complete the top portion and assign a PBI number before submitting all plan review documents to PBI.

After Building Permit is Issued

  • Plan Review Report - Ensure you receive a copy of the plan review report from the municipal office at the time of building permit issuance.  There is important information in this report about your building project, such as the stages of construction to call for site inspections, Building Official contact details, NBC compliance notes, missing information still to be submitted, etc.  PBI only emails this report to the municipal office, so ask the municipality to e-mail you a copy if you did not receive it with your building permit.  
  • Site Inspections - After the plan review is completed and the building permit is issued by the municipal office, the owner or contractor must call PBI for all required site inspections at certain stages of construction, as identified in the Plan Review report.

Accessory Building / Detached Garage / Boat House

  • Accessory Building/Detached Garage – PBI Specifications sheet (download below – complete page 2)
  • Site Plan (see required details in the PBI Specifications sheet)
  • Building Plans (specs or drawings - not required to be sealed)
  • Site-Specific Foundation Designs if over 1,200 sq.ft. or more than 1-storey (sealed by a Structural Engineer licensed to practise in Saskatchewan and referencing the geotech report, if required). 
  • Tall Wall Designs sealed by a professional designer licensed to practise in Saskatchewan if wall heights exceed the requirements in NBC 2020 Table 9.23.10.1. Maximum height of 38 x 89 mm (2 x 4) walls is 3 metres (10'). Maximum height of 38 x 140 mm (2 x 6) walls is 3 metres (10') for 600 mm (24") o.c. stud spacing or 3.6 metres (12') for 400 mm (16") o.c .stud spacing.
  • Spray Foam Installer Verification Form (if applicable, download below) -  Spray foam insulation must meet the CAN/ULC-S705.1 product standard and must be installed in conformance with CAN/ULC-S705.2 installation standard. Installers must be certified by the product manufacturer. To verify the installer’s certification and product used, complete and submit the form below. 
  • Residential – Permit Information Form (download below) - Indicate if building will be insulated or not on this form.  Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.
  • NOTE: Engineer-stamped roof truss designs and layouts (and LVL designs, if applicable) in compliance with NBC 2020 must be submitted to the Building Official prior to the Framing inspection (if insulated) or prior to the Final inspection (if not insulated).

Deck

  • If column height is more than 1.8 m (6’), or if building a roof over the deck, then a project-specific, engineer-stamped foundation design is required.
  • If building a roof over the deck and using trusses, then an engineer-stamped roof truss design is required.
  • If building an enclosure around the deck, then provide framing details or manufacturer’s specifications.


Sunroom (Prefabricated)

  • Manufacturer’s Specifications and Installation Instructions (must be sealed by a Saskatchewan Engineer for snow, wind and earthquake loads)

  • Anchorage details (must be provided in the manufacturer’s specifications or sealed foundation designs)

  • Screw Pile type, layout, depth and required torque must be designed and sealed by a Structural Engineer if screw piles are used. Structural Engineer must be licensed to practise in Saskatchewan and reference the geotech report, if required. Sealed designs must be site-specific.
  • Anchorage Details must be included on sealed foundation designs for a RTM, Modular or Building Moved In (Post-Move).
  • Tall Wall Designs sealed by a professional designer licensed to practise in Saskatchewan if wall heights exceed the requirements in NBC 2020 Table 9.23.10.1. Maximum height of 38 x 89 mm (2 x 4) walls is 3 metres (10').   • Residential – Permit Information Form (download below) - Applicant must complete the bottom portion of the form and e-mail it to the municipal office with the documents required for a plan review. DO NOT send this form directly to PBI, the top portion must be completed by a municipal official.
  • Fireplace or Wood Stove Manufacturer Specifications (if known at this time)
  • F280 Form (if applicable, download below) - F280 heat gain/loss calculations must be provided for all prescriptive 9.36 energy ‎‏‏efficiency submissions.
  • If basement development, an attached garage or an attached deck is included with the permit then the architectural plans must provide all construction details for these projects in the designs or a separate building permit will be required.
  • NOTE: Engineer-stamped roof and floor truss designs and layouts (and LVL designs, if applicable) in compliance with NBC 2020 must be submitted to the Building Official prior to the Framing inspection.

Renovation

  • Residential Renovation – PBI Specifications sheet (download below).  Document lists projects that usually require a building permit (Item 1).
  • NOTE: Complete the renovation specification sheet with as much detail as possible about your proposed renovation project, including the age of the building that the renovation is taking place, and email it to office@pro-inspections.ca. Based on the information provided, a Building Official will notify you if a building permit is required and, if so, what documents must be submitted for the plan review.

Retaining Wall

Building permits are required for retaining walls when they are attached to a building, the wall is over 600mm (24"), when the wall is close to a building or property line, or if the wall is over 1.2m (48") anywhere else on the property.  Municipalities may require permits for retaining walls any time it is required under the planning and development act.

Solar Panels

Roof Mount (PV or Hot Water):

Ground Mount:

  • If panels will be ground mounted, then a site plan showing their proposed location and noting the distance to the property lines and other structures on the same property must be submitted to the Building Official to determine if a building permit is required.

Site Plan

DETAILED SITE PLAN is vital information for a plan review. There will be delays if you do not provide all of the following information for review:

  1. Property/lot shape and dimensions for the front, rear and side yards.
  2. North direction arrow.
  3. Municipal setbacks to all property lines.
  4. Building or project dimensions and placement on the property.
  5. Distance to the property lines on all sides of the proposed building/project.
  6. Note the size and location of all windows and doors on each side of a proposed building.
  7. Distances to other buildings on the same property.
  8. Current use of existing building(s) on the same property.
  9. Street names and locations.
  10. Easements (indicate width), roads, lanes, driveway, parking areas, dugouts, etc. 
  11. Note what borders the front, rear and side yards (i.e. neighbour, street, municipal easement, park, lane, etc.)

Energy Efficiency Compliance Forms

  • Designs for the building project must show compliance with 20 National Building Code of Canada – Section 9.36 (or 
  • Designs for the building project must show compliance with 2020 National Building Code of Canada – Section 9.36 (or NECB 2020). Click back arrow to return to this page.

Residential Mechanical Ventilation Design Summary

  • For a dwelling with 5 bedrooms or less, compliance with NBC 2015 - Section 9.32 is acceptable.
  • For a dwelling with 6 or more bedrooms, or for multi-unit residential buildings, compliance with NBC Part 6 is required. Use form CSA F326.
  • Below are documents created by HRAI that are acceptable to PBI.  Note that other NBC 2015 compliant forms will be accepted.
